For Adults with Disabilities and Special Needs
Enabling Services Hubs (ESHs) offer community support for persons with disabilities and their caregivers closer to their homes. The establishment of ESHs is part of efforts under the Enabling Masterplan 2030 and takes a regional approach to bring community support services closer to the homes of persons with disabilities and their caregivers.
By joining an ESH, persons with visual impairments and/or their parents and caregivers will have opportunities to participate in sport and fitness activities.
Enabling Services Hubs are currently located in Jurong, Punggol and Tampines.
How to Get Started
Participation
There are a variety of sport activities available for persons with visual impairment. Some sports are specifically designed for persons with visual impairment, such as Goalball, while others are modified versions of sports, such as Soundball:
Goalball is a team sport where players use a ball with bells inside to track its movement, with the objective of rolling the ball into the opposing team's goal. Try out Goalball at Delta Sport Centre, the Para Sports Community Hub for Goalball.
Soundball, also known as Blind Tennis, is an adapted version of tennis that uses special sponge balls that rattle when bounced. If you are interested, you can sign up for a programme through Soundball Singapore.
Beyond these, persons with visual impairment can participate in many other sports such as athletics, swimming, and even martial arts.
Gym Orientation
For persons with visual impairment who are looking to use the gym independently, a gym orientation at selected ActiveSG gyms is available to help you familiarise yourself with the layout and equipment. Should you require an orientation outside of the selected gyms, please contact inclusivesport@sport.gov.sg.

Persons with visual impairment may also visit private gyms like BGA Inclusive Fitness, which includes VI-friendly features such as tactile floor and equipment markings and lockers using key and lock system, and is guide-dog friendly.
Competitive Pathway
Persons with visual impairment who wish to pursue competitive sport may compete under the Paralympics if they fulfil the classification criteria. To be eligible for vision impairment (VI) classification, athletes must:
Have an impairment in both eyes, and
Meet the minimum disability criteria:
Visual acuity of LogMAR 1.00 (6/60) or worse; and/or Visual field of less than 20 degrees in radius
Athletes must also provide medical documentation from an ophthalmologist before seeking classification.
There are 10 Summer Paralympic sports that feature official classifications for athletes with visual impairment. They are: Para Athletics, Para Cycling, Para Equestrian, Blind Football (5-a-side), Goalball, Para Judo, Para Rowing, Para Swimming, Para Triathlon and Para Climbing (debuting in LA28).
